She has over two decades of experience in the government sector, having held various positions, ranging from system analysis to various leadership roles, most recently as Undersecretary of the Ministry of Social Development before assuming the presidency of Social Insurance Organization.
She participated in a number of national projects specializing in cash support and social care, and she also was an effective and active member in many specialized national committees.
She was honored to receive the First Class Efficiency Medal from His Majesty King Hamad bin Isa Al-Khalifa, King of Bahrain, and the Prince Salman bin Hamad Medal for Medical Merit.
She holds a Master's degree in Computer Science from the United Kingdom.
Dr. A.Razzaq Mohamed Al Qahtani
Act Deputy Chief Executive Officer for Operations
Currently serving as the Acting Executive Vice President for Operations. Dr. Al-Qahtani brings with him over 28 years of extensive experience in both the public and private sectors across various fields, including human resources and financial management, actuarial science, operational risks and compliance, as well as information technology, quality and information security, strategic planning, and the development and implementation of business plans and corporate governance.
Throughout his career, Dr. Al-Qahtani has held a wide range of administrative roles and responsibilities. He previously served as Director of the Information Technology Department, after which he was tasked with establishing a new department—Risk and Compliance Management—where he was appointed Executive Director.
Dr. Al-Qahtani has a distinguished record of achievements that have contributed to enhancing the operational efficiency of SIO at the local, Gulf, and regional levels. Among these achievements is his assignment to develop and implement the SIO’s strategic plan over three successive cycles for the years 2014, 2018, and 2025, in addition to being responsible for the successful implementation of three advanced management systems in SIO, which led to SIO obtaining ISO certifications in these systems: the Quality Management System (ISO 9001), the Risk Management System (ISO 31000), and the Information Security Management System (ISO 27001).
At the Gulf level, Dr. Al-Qahtani was selected by the Technical Committee of the Civil Retirement and Social Insurance Authorities of the Gulf Cooperation Council (GCC) countries to lead the team responsible for developing the Unified Strategic Plan for Civil Retirement and Social Insurance Authorities in the GCC for the first cycle in 2020.
At the internal level, Dr. Al-Qahtani has played a pivotal role in developing the organizational culture of SIO and creating a positive work environment that supports success and promotes collaboration and innovation. His administrative expertise has had a profound impact in laying a strong common foundation for developing and integrating a framework based on best practices for effective service management while ensuring compliance with strategic plans, standards, and both internal and external policies.
Academically, Dr. Al-Qahtani has extensive experience as a lecturer and external examiner at various universities. He is also considered a prominent speaker at numerous local, regional, and international conferences.
During his professional journey, Dr. Al-Qahtani has earned nine professional certifications in various fields. He holds a Ph.D. in Change Management from the University of Glasgow, United Kingdom; a Master’s degree in Distributed Systems with distinction from Heriot-Watt University, United Kingdom; a Master’s degree in Project Management Sciences from The George Washington University in the United States (distance learning); a Bachelor’s degree in Computer Science from Ajman University in the United Arab Emirates; and a Postgraduate Diploma in Project Management based on the PMP methodology from The George Washington University, USA.
Abdulla Mohamed Al Mahmood
Executive Director of Customer Services Directorate
Mr. Abdullah Mohammed Turki Al Mahmood is the Executive Director of the Customer Service Directorate, with more than 37 years of experience in various managerial positions at SIO, and is responsible for ensuring the provision of quality services to customers at SIO. His role includes supervising customer service teams, developing strategies to optimize the customer experience, and efficiently resolving issues and complaints. Mr. Abdulla has excellent communication skills and the ability to manage teams effectively. He also contributes to improving internal processes to ensure smooth and efficient service delivery.
He holds a master’s degree in technology management from Arabian Gulf University as well as a Bachelor's degree in Statistics from Kuwait University.
Mohamed Saleh Mohamed
Executive Director of Financial Affairs Directorate
Mr. Mohammed Saleh Mohammed is the Executive Director of the Financial Affairs Directorate. He is an active member of several internal committees at SIO, in addition to representing SIO in the Technical Committee of the GCC Civil Pension and Social Insurance Agencies.
Mr. Mohammed holds a Bachelor's degree in Accounting from the University of Bahrain.
A.Aziz Abdulla Al Isa
Executive Director of Legal Affairs Directorate
Mr. Abdulaziz Abdullah Al-Essa, Executive Director of the Legal Affairs Directorate, has over 32 years of experience in the legal and human resources fields across both the public and private sectors. He oversees the implementation of the responsibilities and responsibilities of the Legal Affairs Directorate, which include providing comprehensive legal support to the General Organization for Social Insurance's management, ensuring the proper and consistent application of all laws and regulations. He also provides legal advice, oversees all legal matters within the SIO, and manages legal disputes, ensuring the protection of the SIO’s interests and reducing legal risks.
He holds a Bachelor's degree in Law from Beirut University and a Diploma in Management from the University of Bahrain.

Hamed Abdulla Al Hamed
Executive Director of Human Resources Directorate
Mr. Hamed Abdulla Al Hamed, Executive Director of the Human Resources Directorate, has more than 35 years of experience in the field of administrative services and human resources. His role includes overseeing the recruitment, training and professional development of employees. He has strong communication and problem-solving skills and works to foster a positive work environment that supports the sustainable growth and development of the Authority and its employees.
He holds a Bachelor's degree in Accounting from Nilein University.
Salma A.Rahman Al Sayed
Executive Director of the Insurance Information Directorate
Ms. Salma Abdulrahman Al-Sayed is the Executive Director of the Insurance Information Directorate, with extensive experience in managing IT teams for more than 22 years, and has progressed through several management positions at the Authority.
Her experience includes the development of the Insurance Information Management strategy in line with the Authority's vision, and has contributed to the management and implementation of several projects in the development of systems in the Authority.
She is responsible for managing and planning the implementation of the latest applications and systems for IT systems, portal, database management, and communication networks at SIO.
She holds a Master of Business Administration degree in Information Systems Management from New York University of Technology, as well as a Bachelor's degree in Computer Science from the University of Bahrain.
Khalid Ali Abdul Aziz
Executive Director of Benefits Directorate
Mr. Khalid Ali Abdul Aziz is the Executive Director of the Insurance Benefits Directorate, with extensive experience in managing pensions in accordance with applicable laws and regulations, and establishing a culture of effective customer service through the prompt processing of claims and pensions.
Mr. Khalid Ali has more than 30 years of practical experience, during which he has progressed in his work at SIO in many jobs and administrative positions, and is an active member of many internal committees at SIO, as well as representing it in the National Committee for the Elderly.
Mr. Khalid holds a Bachelor's degree in Social Work from the University of Bahrain.
Maha Sadeq Al Shehabi
Acting Director of Actuarial Studies & Risks Directorate
Ms. Maha Sadeq Alshehabi, Acting Executive Director of the Actuarial and Risk Studies Directorate, has more than 22 years of experience in actuarial and statistical studies.
She holds a Master's degree in Project Management as well as a Bachelor's degree in Information Systems Management.
